Five controls for a safer payroll handoff

Simple controls that protect accuracy and approval when payroll preparation moves between teams.

Payroll combines sensitive data, immovable deadlines and direct cash movement. A handoff therefore needs more than a checklist of calculations—it needs a clear control structure.

1. Use one approved source of changes

New starters, departures, salary adjustments, leave and bank-detail changes should enter payroll through a controlled channel. Each change should show who requested it, who approved it and when it becomes effective.

2. Lock the payroll calendar

Publish cut-off dates for changes, preparation, review, approval and payment. Late items should follow a documented exception process rather than being inserted informally at the last minute.

3. Reconcile before approval

Compare the current payroll with the previous period and explain movements in headcount, gross pay, deductions, taxes and net pay. Reconcile the payroll register to the payment file and the resulting accounting journal.

4. Keep preparation and release separate

The team preparing payroll can prepare reports and payment files, but an authorised person at the client should review and release funds. This separation reduces both error and fraud risk.

5. Protect payroll data

Limit access to named users, use multi-factor authentication, avoid sending files as unprotected email attachments and remove access promptly when roles change. Retention and deletion should follow an agreed schedule.

A successful payroll handoff produces the same result every cycle: authorised changes, an explainable calculation, documented review and controlled payment release. Those controls matter whether the team sits in the next room or another country.
